Value is still paused; the reopen marker is still 5 million
The September 22 print does not reopen Value. The tracker page still carries PSA's June 2, 2026 Update language: the temporary Value-tier pause is tied to operational milestones, and the stated target remains bringing the backlog down to 5 million units. At approximately 9 million, PSA is still about 4 million units above that reopen marker.
Decision rule: Treat Value/Bulk as closed until PSA publishes a fresh tracker or service update that explicitly reopens them. Do not treat the September 22 reduction alone as a Value reopen signal.
Standard is open, but it does not jump the Value queue
